The Tianjin Municipal Government has issued an official announcement on work permit application standards on September 13th. It is the first time regarding the employment of non-native speakers in language teaching roles in an official document with details. Eligibility Criteria for Category B Work Permits
Professional Talents:
- Foreign professionals with a bachelor’s degree or higher and at least two years of relevant work experience.
- Former Chinese citizens who have studied abroad and are returning to Tianjin to start businesses or innovate may have their work experience requirements waived.
Skilled Workers:
- Individuals holding internationally recognized vocational skill certificates or those in high-demand fields. The certificates must be listed in the directory of foreign vocational qualification certificates published by the Vocational Skills Appraisal Center of the Ministry of Human Resources and Social Security, as verified on their official website.
Language Instructors:
- Applicants must teach in their native language and hold a bachelor’s degree or higher.
- For those without a degree in education, linguistics, or teacher training, and with less than two years of relevant work experience, a valid teaching qualification from their home country or an internationally recognized language teaching certificate is required, certified by Chinese embassies or consulates abroad.
- Recognized international language teaching certificates include TESOL, TEFL, and CELTA, with a minimum of 120 hours of instruction, preferably obtained through in-person training.
Non-Native English Speakers Teaching English:
- Applicants from non-English speaking countries can qualify for English teaching positions if they meet one of the following criteria:
- (1) Hold a master’s degree or higher in linguistics, education, or teacher training.
- (2) Hold a master’s degree or higher, possess an English language teaching qualification, and have at least two years of relevant work experience.
High-Income Professionals:
- Foreign professionals earning an average salary that is at least four times the average social wage of the region in the previous year.
Specialized Personnel:
- Individuals designated by relevant national departments or those involved in specific projects.
Professional Talents:
- Professionals scoring over 60 points on the point-based assessment system.
NGO Representatives:
- Representatives of foreign NGOs’ representative offices in China.
Temporary NGO Staff:
- Responsible persons and key staff members of foreign NGOs conducting temporary activities in China (lasting more than 90 days but not exceeding one year) without a representative office, provided the activities are legally registered. These individuals must submit a receipt of temporary activity registration.
