On April 18th, the \"Facilitation Measures for Foreigners Working and Living in Hainan\" press conference was held at the Hainan Provincial Press Conference Hall. According to information obtained at the conference, the Provincial Public Security Department, in conjunction with relevant units, comprehensively reviewed the issues encountered by foreigners in Hainan regarding work, life, study, and tourism. Together with 14 other units, they introduced 16 facilitation measures to support the high-level opening and high-quality development of the Hainan Free Trade Port.<\/p>\n
4\u670818\u65e5\uff0c\u201c\u5916\u7c4d\u4eba\u5458\u5728\u6d77\u5357\u5de5\u4f5c\u751f\u6d3b\u4fbf\u5229\u5316\u4e3e\u63aa\u201d\u65b0\u95fb\u53d1\u5e03\u4f1a\u5728\u6d77\u5357\u7701\u65b0\u95fb\u53d1\u5e03\u5385\u4e3e\u884c\u3002\u8bb0\u8005\u4ece\u53d1\u5e03\u4f1a\u4e0a\u83b7\u6089\uff0c\u7701\u516c\u5b89\u5385\u4f1a\u540c\u6709\u5173\u5355\u4f4d\u5168\u9762\u68b3\u7406\u5916\u7c4d\u4eba\u5458\u5728\u743c\u5de5\u4f5c\u3001\u751f\u6d3b\u3001\u5b66\u4e60\u3001\u65c5\u6e38\u9047\u5230\u7684\u5361\u70b9\u5835\u70b9\u95ee\u9898\uff0c\u8054\u540814\u5bb6\u5355\u4f4d\u63a8\u51fa16\u9879\u4fbf\u5229\u5316\u4e3e\u63aa\uff0c\u52a9\u529b\u6d77\u5357\u81ea\u8d38\u6e2f\u9ad8\u6c34\u5e73\u5f00\u653e\u3001\u9ad8\u8d28\u91cf\u53d1\u5c55\u3002<\/p>\n
These 16 measures cover various aspects including entry-exit clearance, residence, service guidelines, communication services, payment services, medical treatment, legal services, tax declaration, social security participation, professional qualifications, investment, and business development.<\/p>\n

Foreigners residing or staying in Hainan can choose any public security immigration authority in our province with visa processing authority to apply for various types of visas and permits. \u63d0\u4f9b\u5c31\u8fd1\u529e\u7406\u7b7e\u8bc1\u8bc1\u4ef6\u670d\u52a1\u3002\u505c\uff08\u5c45\uff09\u7559\u5730\u4e3a\u6211\u7701\u7684\u5916\u7c4d\u4eba\u5458\u53ef\u5c31\u8fd1\u9009\u62e9\u6211\u7701\u4efb\u4e00\u6709\u7b7e\u8bc1\u8bc1\u4ef6\u53d7\u7406\u6743\u9650\u7684\u516c\u5b89\u673a\u5173\u51fa\u5165\u5883\u7ba1\u7406\u673a\u6784\u7533\u8bf7\u529e\u7406\u5404\u7c7b\u7b7e\u8bc1\u8bc1\u4ef6\u3002<\/p>\n 2<\/b><\/strong>\u3001Providing online accommodation registration services. Foreigners themselves or their hosts can use their mobile phones to scan QR codes and complete accommodation registration online. \u63d0\u4f9b\u7f51\u4e0a\u7533\u62a5\u4f4f\u5bbf\u767b\u8bb0\u670d\u52a1\u3002\u5916\u7c4d\u4eba\u5458\u672c\u4eba\u6216\u5176\u7559\u5bbf\u4eba\u53ef\u4f7f\u7528\u624b\u673a\u626b\u63cf\u4e8c\u7ef4\u7801\u5728\u7f51\u4e0a\u81ea\u52a9\u529e\u7406\u4f4f\u5bbf\u767b\u8bb0\u3002<\/p>\n 3<\/b><\/strong>\u3001Providing expedited visa and permit services. Foreigners who need to urgently apply for visas and permits due to emergency reasons such as attending meetings, signing contracts, receiving medical treatment for severe illnesses, or visiting critically ill patients can call the 12367 service hotline. Public security immigration authorities with visa processing authority will provide expedited services for foreigners with the aforementioned urgent needs. \u63d0\u4f9b\u52a0\u6025\u529e\u7406\u7b7e\u8bc1\u8bc1\u4ef6\u670d\u52a1\u3002\u56e0\u7d27\u6025\u53c2\u52a0\u4f1a\u8bae\u3001\u7b7e\u8ba2\u5408\u540c\u3001\u6cbb\u7597\u91cd\u75c7\u3001\u63a2\u671b\u5371\u91cd\u75c5\u4eba\u7b49\u7d27\u6025\u4e8b\u7531\u9700\u8981\u52a0\u6025\u7533\u529e\u7b7e\u8bc1\u8bc1\u4ef6\u7684\u5916\u7c4d\u4eba\u5458\uff0c\u53ef\u62e8\u625312367\u670d\u52a1\u70ed\u7ebf\uff0c\u6709\u7b7e\u8bc1\u8bc1\u4ef6\u53d7\u7406\u6743\u9650\u7684\u516c\u5b89\u673a\u5173\u51fa\u5165\u5883\u7ba1\u7406\u673a\u6784\u4e3a\u6709\u4e0a\u8ff0\u7d27\u6025\u4e8b\u7531\u7684\u5916\u7c4d\u4eba\u5458\u63d0\u4f9b\u52a0\u6025\u529e\u8bc1\u670d\u52a1\u3002<\/p>\n 4<\/b><\/strong>\u3001Providing \"one-stop\" services for work permits and work-related residence permits. Foreigners holding overseas bank cards can make NFC payments via their mobile phones in the taxi industry pilot program in Sanya. \u63d0\u4f9b\u201c\u6d77\u5357\u653e\u5fc3\u4ed8\u201d\u670d\u52a1\u3002\u5728\u4e09\u4e9a\u5e02\u51fa\u79df\u8f66\u884c\u4e1a\u8bd5\u70b9\u5b9e\u65bd\u5916\u7c4d\u4eba\u5458\u6301\u5883\u5916\u94f6\u884c\u5361\uff0c\u53ef\u624b\u673a\u4e0a\u901a\u8fc7NFC\u6325\u5361\u652f\u4ed8\u3002<\/p>\n 7<\/b><\/strong>\u3001Improving the acceptance environment for bank cards and optimizing cash service supply. Foreigners can log in to the official website of the Hainan Provincial Taxation Bureau to inquire about and obtain their personal income tax payment records in our province. \u63d0\u4f9b\u7f51\u4e0a\u529e\u7a0e\u670d\u52a1\u3002\u5916\u7c4d\u4eba\u5458\u767b\u5f55\u6d77\u5357\u7701\u7a0e\u52a1\u5c40\u5b98\u65b9\u7f51\u7ad9\uff0c\u53ef\u67e5\u8be2\u3001\u5f00\u5177\u672c\u4eba\u5728\u6211\u7701\u7f34\u7eb3\u7684\u4e2a\u4eba\u6240\u5f97\u7a0e\u7eb3\u7a0e\u8bb0\u5f55\u3002<\/p>\n 10<\/b><\/strong>\u3001Providing online social security services for foreign legal entities. \u4e3a\u5916\u7c4d\u6cd5\u4eba\u5355\u4f4d\u63d0\u4f9b\u7f51\u4e0a\u529e\u7406\u793e\u4fdd\u670d\u52a1\u3002<\/p>\n 11<\/b><\/strong>\u3001Establishing international outpatient services for foreigners to seek medical treatment.
