On March 8, 2023, China acceded to the 1961 Hague Convention\u2002Abolishing the Requirement of Legalization for Foreign Public Documents (hereinafter referred to as the Convention). On November 7, 2023, the Convention will enter into force between China and any other member country. The Convention will continue to apply to the Hong Kong SAR\u2002of China and the Macao SAR of China.<\/p>\n
2023\u5e743\u67088\u65e5\uff0c\u4e2d\u56fd\u52a0\u5165\u300a\u53d6\u6d88\u5916\u56fd\u516c\u6587\u4e66\u8ba4\u8bc1\u8981\u6c42\u7684\u516c\u7ea6\u300b\uff08\u4ee5\u4e0b\u7b80\u79f0\u300a\u516c\u7ea6\u300b\uff09\u30022023\u5e7411\u67087\u65e5,\u300a\u516c\u7ea6\u300b\u5c06\u5728\u4e2d\u56fd\u4e0e\u516c\u7ea6\u6210\u5458\u56fd\u95f4\u751f\u6548\u5b9e\u65bd\u3002\u300a\u516c\u7ea6\u300b\u5c06\u7ee7\u7eed\u9002\u7528\u4e8e\u4e2d\u56fd\u9999\u6e2f\u7279\u522b\u884c\u653f\u533a\u548c\u6fb3\u95e8\u7279\u522b\u884c\u653f\u533a\u3002<\/p>\n
Starting from November 7, public\u2002documents within the scope of the Convention issued by the member countries\u2002only need to apply for an apostille before they can be sent to Chinese mainland\u2002for use. There is no need to apply for consular authentication by\u2002the\u2002member countries and\u2002the\u2002Chinese Embassy\u2002and Consulates-General in the member countries.<\/p>\n
11\u67087\u65e5\u8d77\uff0c\u6210\u5458\u56fd\u7b7e\u53d1\u7684\u300a\u516c\u7ea6\u300b\u8303\u56f4\u5185\u7684\u516c\u6587\u4e66\u53ea\u9700\u529e\u7406\u9644\u52a0\u8bc1\u660e\u4e66\uff08Apostille\uff09\u5373\u53ef\u9001\u5f80\u4e2d\u56fd\u5185\u5730\u4f7f\u7528\uff0c\u65e0\u9700\u529e\u7406\u6210\u5458\u56fd\u548c\u4e2d\u56fd\u9a7b\u6210\u5458\u56fd\u4f7f\u9886\u9986\u7684\u9886\u4e8b\u8ba4\u8bc1\u3002<\/p>\n
Public\u2002documents within the scope of the Convention sent from China to the member countries\u2002for use will no longer require consular authentication by China\u2002and\u2002the\u2002member countries' Embassy\u2002and Consulates-General\u2002in China, but will instead require\u2002apostilles. For specific procedures and requirements for applying for apostilles, please log on to the Chinese\u2002Consular Service website (http:\/\/cs.mfa.gov.cn\/<\/a>) or the websites of\u00a0relevant\u00a0local\u00a0Foreign\u00a0Affairs\u00a0Offices.<\/p>\n \u4e2d\u56fd\u9001\u5f80\u6210\u5458\u56fd\u4f7f\u7528\u7684\u300a\u516c\u7ea6\u300b\u8303\u56f4\u5185\u7684\u516c\u6587\u4e66\u5c06\u4e0d\u518d\u529e\u7406\u4e2d\u65b9\u548c\u6210\u5458\u56fd\u9a7b\u534e\u4f7f\u9886\u9986\u7684\u9886\u4e8b\u8ba4\u8bc1\uff0c\u6539\u4e3a\u529e\u7406\u9644\u52a0\u8bc1\u660e\u4e66\u3002\u529e\u7406\u9644\u52a0\u8bc1\u660e\u4e66\u7684\u5177\u4f53\u7a0b\u5e8f\u548c\u8981\u6c42\u8bf7\u767b\u5f55\u4e2d\u56fd\u9886\u4e8b\u670d\u52a1\u7f51\uff08\u7f51\u5740: http:\/\/cs.mfa.gov.cn\/<\/a>\uff09\u2002\u6216\u5404\u5730\u65b9\u5916\u529e\u76f8\u5173\u7f51\u7ad9\u67e5\u8be2\u3002<\/p>\n Starting from November 7, the Chinese\u2002Embassy and Consulates-General in the member countries will cease\u2002consular authentication services. For documents issued by the\u00a0 member countries intended to be sent to Chinese mainland, please apply for\u2002apostilles\u2002from the member countries' competent authorities\u2002(For contact information, please log on to https:\/\/www.hcch.net\/en\/states\/hcch-members<\/a>).<\/p>\n \u81ea11\u67087\u65e5\u8d77\uff0c\u4e2d\u56fd\u9a7b\u6210\u5458\u56fd\u4f7f\u9886\u9986\u5c06\u505c\u529e\u9886\u4e8b\u8ba4\u8bc1\u4e1a\u52a1\u3002\u5bf9\u4e8e\u6210\u5458\u56fd\u51fa\u5177\u7684\u62df\u9001\u5f80\u4e2d\u56fd\u5185\u5730\u4f7f\u7528\u7684\u6587\u4e66\uff0c\u8bf7\u5411\u6210\u5458\u56fd\u76f8\u5173\u90e8\u95e8\u54a8\u8be2\u9644\u52a0\u8bc1\u660e\u4e66\u529e\u7406\u4e8b\u5b9c\uff08\u8054\u7cfb\u65b9\u5f0f\u5217\u8868\u8bf7\u67e5\u8be2https:\/\/www.hcch.net\/en\/states\/hcch-members<\/a>\uff09\u3002<\/p>\n According to the provisions of the Convention, an apostille\u2002issued by a country is\u2002used to prove the authenticity of the signature on the public\u2002document, the identity of the signatory of the document at the time of signing, and to confirm the authenticity of the seal on the document when necessary. The completion of the\u2002apostille does not guarantee\u2002the acceptance of the public\u2002document by the relevant user in China.
